Chief Financial Officer

Charles Garcia

As DURA’s chief financial officer, Charles is responsible for supervising and managing the organization’s financial operations. Before joining DURA in August 2020, Charles worked as treasury director for Denver Public Schools (DPS), coordinating all treasury functions for the district including public financing of critical capital projects, and management of cash and investments. Additionally, Charles served as the primary liaison between DPS and DURA, where he managed the process to analyze impacts of urban renewal and Tax Increment Financing (TIF) projects on DPS services. As the liaison between DPS and DURA, he came to understand and appreciate the value of collaboration and transparency in helping to foster responsible redevelopment. Charles helped manage a variety of TIF projects that continue to provide mutual benefits to DPS, DURA and the citizens of Denver.

Charles has over 25 years of experience in public finance working as an investment banker and financial advisor to state and local governments and nonprofits throughout Colorado. Regionally, Charles worked for the predecessor firms to RBC Capital Markets and Stifel in Denver, and also served as a commercial banker and advisor to educational institutions at Bank of the West. He earned a Bachelor of Science degree in business administration with an emphasis in finance and a Bachelor of Science in journalism from the University of Colorado at Boulder.
