There are three areas of procurement for which DURA solicits competitive bids: procurement of administrative goods and services for the agency, solicitation of pre-qualified contractors to bid on construction services for DURA’s Housing programs, and solicitation of consultants and developers in association with DURA Redevelopment projects.

Procurement of Administrative Goods and Services

DURA is committed to open and full competition in the procurement of goods and services; to assuring that goods and services are procured efficiently, effectively and at the most favorable prices available; to providing guidelines and procedures for utilizing and maintaining a procurement system of quality and integrity; and to assuring that all procurement actions are in compliance with all applicable federal, state and local laws. In addition, DURA is committed to promoting procurement opportunities utilizing minority and women owned business enterprises (MBE/WBE) and small business enterprises (SBE).

On an as needed basis, the Authority solicits services from consultants and developers in association with Redevelopment projects. In these cases, the Authority advertises in local publications and any relevant publications deemed desirable by the Authority to affect MBE/WBE/SBE participation.

Pre-qualified Contractors for DURA’s Housing programs

On an on-going basis, DURA’s Housing Rehabilitation programs invite eligible contractors to be pre-qualified to bid on construction contracts during the current program year. Periodically, the Authority advertises in a local publication and any relevant outlets deemed desirable by the Authority to solicit qualified contractors and to encourage MBE/WBE/SBE participation in the Authority’s housing programs.

DURA Communications and Community Engagement Services

Background:

The Denver Urban Renewal Authority (DURA) is the redevelopment agency responsible for conducting urban renewal activities throughout the City and County of Denver (the “City”).  Under state law, DURA is charged with assisting the City in eliminating and preventing slums and blighted areas. DURA is governed by a 13-member board of commissioners.  11 members are appointed by the Mayor of Denver and confirmed by the Denver City Council for staggered five-year terms. One member is an elected board member of Denver Public Schools, and one member is a board member of one of the special districts who levies a property tax within Denver. The board employs an executive director, who currently directs 15 staff members in carrying out various redevelopment projects and community investment programs offered by DURA.

Summary of Work:

The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified, responsive, and responsible companies or firms with experience in assistance in planning a broad community collaborative effort and facilitation of the development of a messaging campaign that raises awareness and educates the public and decision makers about the continuing and emerging efforts of DURA.

Communications – Successful implementation of the Strategic Plan requires understanding of DURA and its activities by the general public, private sector, local government, and state government.  The respondent selected will be responsible for the development and implementation of a comprehensive strategy that should include, but not be limited to, marketing, public relations, social media, and image and position management.

Community Engagement – DURA is committed to meaningful community engagement and aims to provide opportunities for connecting with the public on a variety of projects.  These engagement efforts must be thoughtfully and comprehensively considered with an emphasis on encouraging community inclusion and equity. The work of the selected respondent may include, but is not limited to, the coordination and implementation of stakeholder and public engagement activities, public meeting facilitation, developing and overseeing surveys and other means of community outreach, and management, data collection, and analysis of public input.
